I'm fairly sure that if a white mayor said that the city he was rebuilding had to remain dominated
by whites there would be a colossal indignation over those remarks. If a black mayor says it there doesn't seem to be much of a problem.
Mayor Ray Nagin on Monday called for the rebuilding of a "chocolate New Orleans" that maintains the city's black majority, saying, "You can't have New Orleans no other way."

"Scratchin'Noggin' Nagin? He's sooo nuts.
I envision a little chocolate NewOrleans, wrapped in cellophane and tied with a green ribbon, right beside the chocolate Easter bunnies .... ;)
'You can't have New Orleans no other way'? Is he living the cliche there with his slant on grammar? It's like something from a 'blaxsploitation' film. Come to think of it, so is using the word 'chocolate' in that manner.
