After the Supreme Court liberals (the conservatives dissented) decided that no one's property in America was safe from property developers under eminent domain, it's fallen to the House to protect one of the most basic, fundamental rights in the US.
Contending that the Supreme Court has undermined a pillar of American society, the sanctity of the home, the House overwhelmingly approved a bill Thursday to block the court-approved seizure of private property for use by developers.
The bill, passed 376-38, would withhold federal money from state and local governments that use powers of eminent domain to force businesses and homeowners to give up their property for commercial uses.
Another good reason for Alito's nomination to be successful.

As I understand the Kelo ruling, a Federal law won't have any effect here. The Supreme Court Has Spoken. (Fifth Amendment protection is right out. Commerce clause doesn't apply, thus the power of Congress to affect local eminent domain seizures is nil.)
Any such laws must be State or local in nature.
Though I could be wrong about that.
